Wasn't that what the Gang of 14 sort of trying to accomplish? Given that
the majority party hasn't had over 57 seats since early 80's, a coalition of 7 GOP and 7 Dem can effectively control the Senate, if they can stay in their position, given majority of both parties will probably see them as sellouts.
